This data is clear that most clients entering public treatment programs are from Ada County.  In fact, Ada County serves significantly more clients than all other counties combined.  However, there was a major reduction in the number of clients who entered treatment from Ada County from the previous fiscal year.  When compared to other regions, Region Four also has the fewest number of clients entering public treatment when adjusted for population.  In addition, the reduction in the number of clients was the greatest of all the regions in the past fiscal year.
